The rules would ensure that AI developed and used in Europe is fully in line with EU rights and values including human oversight, safety, privacy, transparency, non-discrimination and social and environmental wellbeing.<\/p>\n\n\n\n<div class=\"io-block io-block__summary\"><ul><li>Full ban on Artificial Intelligence (AI) for biometric surveillance, emotion recognition, predictive policing.<\/li><li>Generative AI systems like ChatGPT must disclose that content was AI-generated.<\/li><li>AI systems used to influence voters in elections considered to be high-risk.<\/li><\/ul><\/div>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Prohibited AI practices<\/strong><\/h2>\n\n\n\n<p>The rules follow a risk-based approach and establish obligations for providers and those deploying AI systems depending on the level of risk the AI can generate. AI systems with an unacceptable level of risk to people\u2019s safety would therefore be prohibited, such as those used for social scoring (classifying people based on their social behaviour or personal characteristics). MEPs expanded the list to include bans on intrusive and discriminatory uses of AI, such as: \u201cReal-time\u201d remote biometric identification systems in publicly accessible spaces; \u201cpost\u201d remote biometric identification systems, with the only exception of law enforcement for the prosecution of serious crimes and only after judicial authorization and predictive policing systems (based on profiling, location or past criminal behaviour).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>High-risk AI<\/strong><\/h2>\n\n\n\n<p>MEPs ensured the classification of high-risk applications will now include AI systems that pose significant harm to people\u2019s health, safety, fundamental rights or the environment. AI systems used to influence voters and the outcome of elections and in\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=uriserv%3AOJ.L_.2022.277.01.0001.01.ENG&amp;toc=OJ%3AL%3A2022%3A277%3ATOC\" target=\"_blank\">recommender systems<\/a>\u00a0used by social media platforms (with over 45 million users) were added to the high-risk list.<\/p>\n\n\n<div class=\"vlp-link-container vlp-layout-basic wp-block-visual-link-preview-link\"><a href=\"https:\/\/ioplus.nl\/archive\/en\/europes-ai-paradox-googles-retreat-doesnt-mean-that-the-development-of-large-language-models-will-or-should-be-stopped\/\" class=\"vlp-link\" title=\"Europe&#039;s AI paradox: do we manage to be ethical and drive innovation at the same time?\"><\/a><div class=\"vlp-layout-zone-side\"><div class=\"vlp-block-2 vlp-link-image\"><\/div><\/div><div class=\"vlp-layout-zone-main\"><div class=\"vlp-block-0 vlp-link-title\">Europe&#8217;s AI paradox: do we manage to be ethical and drive innovation at the same time?<\/div><div class=\"vlp-block-1 vlp-link-summary\">In the world of artificial intelligence (AI), Europe is often caught in a paradox. On the one hand, the European Union (EU) has positioned itself as the global standard-bearer for privacy and data protection. On the other hand, the EU has encouraged innovation and growth in the AI sector.<\/div><\/div><\/div>\n\n\n<h2 class=\"wp-block-heading\"><strong>Obligations for general purpose AI<\/strong><\/h2>\n\n\n\n<p>Providers of foundation models &#8211; a new and fast-evolving development in the field of AI &#8211; would have to assess and mitigate possible risks (to health, safety, fundamental rights, the environment, democracy and rule of law) and register their models in the EU database before their release on the EU market. Generative AI systems based on such models, like ChatGPT, would have to comply with transparency requirements (disclosing that the content was AI-generated, also helping distinguish so-called deep-fake images from real ones) and ensure safeguards against generating illegal content. Detailed summaries of the copyrighted data used for their training would also have to be made publicly available.<\/p>\n\n\n<div class=\"vlp-link-container vlp-layout-basic wp-block-visual-link-preview-link\"><a href=\"https:\/\/ioplus.nl\/archive\/en\/all-eyes-in-the-tech-world-are-on-brussels-today\/\" class=\"vlp-link\" title=\"All eyes in the tech world are on Brussels today\"><\/a><div class=\"vlp-layout-zone-side\"><div class=\"vlp-block-2 vlp-link-image\"><\/div><\/div><div class=\"vlp-layout-zone-main\"><div class=\"vlp-block-0 vlp-link-title\">All eyes in the tech world are on Brussels today<\/div><div class=\"vlp-block-1 vlp-link-summary\">The European Parliament is voting on new legislation, called the &#8220;AI Act,&#8221; to regulate the application of artificial intelligence in Europe. <\/div><\/div><\/div>\n\n\n<h2 class=\"wp-block-heading\"><strong>Supporting innovation and protecting citizens&#8217; rights<\/strong><\/h2>\n\n\n\n<p>To boost AI innovation and support SMEs, MEPs added exemptions for research activities and AI components provided under open-source licenses. The new law promotes so-called regulatory sandboxes, or real-life environments, established by public authorities to test AI before it is deployed.<\/p>\n\n\n\n<p>Finally, MEPs want to boost citizens\u2019 right to file complaints about AI systems and receive explanations of decisions based on high-risk AI systems that significantly impact their fundamental rights.
