The EU has freed up <a href=\"https:\/\/ec.europa.eu\/info\/strategy\/recovery-plan-europe_nl#routekaart-voor-nieuwe-inkomstenbronnen-voor-afbetaling-van-de-leningen\">\u20ac723.8 billion<\/a> in an effort to use the Recovery and Resilience Facility (RRF) to pull the European economy out of the recession caused by corona. In order to qualify for a share of this large bag of money, member states must submit a plan to the European Commission. In the series Decarbonizing Europe, we put those plans under a magnifying glass.<\/em><\/em><\/p>\n\n\n\n<p>Being the first country to declare independence from the Soviet Union in 1990, Lithuania was also the first one to proclaim itself independent from Russian gas earlier this year. To do that, the Baltic country found an alternative in liquefied natural gas &#8211; LNG &#8211; as the Klaip\u0117da terminal saw an increase in imports from Norway and the United States. However, Vilnius has greater ambitions. By 2050, all electricity consumed should be generated inside the country itself. A lot needs to be done, specifically where renewable energy is concerned.&nbsp;<\/p>\n\n\n\n<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/10596396\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><\/div>\n\n\n\n<h3 class=\"wp-block-heading\">Emissions from transport and farming are on the rise<\/h3>\n\n\n\n<p>Lithuania will receive \u20ac2.2 billion in grants from the <a href=\"https:\/\/ec.europa.eu\/info\/index_en\">European Commission<\/a> through the <a href=\"https:\/\/ec.europa.eu\/info\/business-economy-euro\/recovery-coronavirus\/recovery-and-resilience-facility_en\">Recovery and Resilience Facility<\/a>. 37.8 percent of this sum is for green goals, while a third is for financing the digital transition.&nbsp;<\/p>\n\n\n\n<p>Transport and agriculture are the sectors that are responsible for the higher rates of emissions. Although part of the EU budget has been allocated for greener transport, no investment has been put towards making farming more sustainable. According to an EU <a href=\"https:\/\/www.europarl.europa.eu\/RegData\/etudes\/BRIE\/2021\/698061\/EPRS_BRI(2021)698061_EN.pdf\">report<\/a>, 21 percent of the country\u2019s emissions in 2019 originated from agricultural activities (the EU average is 10 percent). It was underlined in the same paper how most economic sectors have managed to reduced their emissions, whereas by contrast, the two aforementioned ones actually increased their output of greenhouse gas (GHG).&nbsp;<\/p>\n\n\n\n<p>\u201cIf no significant courses of action are undertaken, we will see an increase of emissions in the medium term,\u201d <a href=\"http:\/\/www.circulareconomy.lt\/\">V\u0161\u012e \u017diedin\u0117 ekonomika<\/a>\u2019s founder Domantas Tracevi\u010dius told Innovation Origins. It is an NGO that focuses on promoting circular economy. \u201cI don\u2019t see the government presenting any tangible solutions. Nothing concrete is on the table yet.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Unsustainable agriculture&nbsp;<\/strong><\/h3>\n\n\n\n<p>Of the two, agriculture is the most resistant to change. Tracevi\u010dius took part in some meetings with representatives of the sector and the government. \u201cIt\u2019s a very difficult situation. The Common Agricultural Policy &#8211; <a href=\"https:\/\/ec.europa.eu\/info\/food-farming-fisheries\/key-policies\/common-agricultural-policy_en\">CAP<\/a> &#8211; should be more progressive in its efforts to reduce emissions. I see it as a failure on the part of the Ministry of Agriculture because there is a lack of will to change things. The shift towards new approaches is very hard to promote.\u201d<\/p>\n\n\n\n<div class=\"wp-block-io-blocks-bio io-block io-block__bio\"><figure><img decoding=\"async\" class=\"io-block__bio-image\" src=\"https:\/\/archive.ioplus.nl\/wp-content\/uploads\/2022\/06\/domantas-tracevicius-DELFI_foto.jpg\" alt=\"domantas-tracevicius\"\/><figcaption><\/figcaption><\/figure><div><h3 class=\"io-block__bio-name\">Domantas Tracevi\u010dius<\/h3><h4 class=\"io-block__bio-position\">Waste management and circular economy expert<\/h4><p class=\"io-block__bio-description\">He founded the climate NGO V\u0161\u012e &#8220;\u017diedin\u0117 ekonomika&#8221;. <\/p><\/div><\/div>\n\n\n\n<p>Despite its size, Lithuania is in the top 15 world wheat exporters &#8211; valued at US$826.2 million in 2021. \u201cThe lobby is just too strong. Although the Minister of Agriculture does have a past as an environmentalist, and has worked on sustainable agriculture. In spite of that, he doesn\u2019t seem to be willing to cooperate with the NGO sector to find alternatives,\u201d Tracevi\u010dius adds. GHG emissions from agriculture also impact the Baltic sea, one of the most polluted seas in the world.&nbsp;<\/p>\n\n\n<div class=\"vlp-link-container vlp-layout-basic wp-block-visual-link-preview-link\"><a href=\"https:\/\/ioplus.nl\/archive\/en\/austrian-community-creates-circular-energy-from-regenerative-agriculture\/\" class=\"vlp-link\" title=\"Austrian community creates circular energy from regenerative agriculture\"><\/a><div class=\"vlp-layout-zone-side\"><div class=\"vlp-block-2 vlp-link-image\"><\/div><\/div><div class=\"vlp-layout-zone-main\"><div class=\"vlp-block-0 vlp-link-title\">Austrian community creates circular energy from regenerative agriculture<\/div><div class=\"vlp-block-1 vlp-link-summary\">In Austria, every citizen can become part of the energy transition. This was decided in July 2021 with the Renewable Energy Expansion Act (EAG).<\/div><\/div><\/div>\n\n\n<h3 class=\"wp-block-heading\"><strong>Lacking charging infrastructure&nbsp;<\/strong><\/h3>\n\n\n\n<p>Conversely, things are moving a bit faster in the mobility sector. The Lithuanian RRP is allocating \u20ac346 million to sustainable transport. In 2021, the government approved a bill aimed at fostering more environmentally-friendly mobility. As part of the initiative, 6000 charging points will be installed by 2030. The government also offered subsidies for buying vehicles that are less polluting.&nbsp;<\/p>\n\n\n\n<p>\u201cSo far, the subsidy scheme hasn\u2019t made an impact. The charging infrastructure is very weak. Hopefully, things will change with the help of the upcoming investments,\u201d says Tracevi\u010dius.<\/p>\n\n\n\n<p>According to a <a href=\"https:\/\/iea.blob.core.windows.net\/assets\/4d014034-0f94-409d-bb8f-193e17a81d77\/Lithuania_2021_Energy_Policy_Review.pdf\">report<\/a> by the <a href=\"https:\/\/www.iea.org\/\">International Energy Agency<\/a> (IEA)  in 2018 electricity constituted only 1 percent of the fuel used in the transport sector. Biofuels account for 4 percent. \u201cMost of the biofuel-powered cars in the country use first-generation fuels. I hope the European Parliament will ban the use of those, which are derived from palm oil, the extraction of which devastates countries in the South East of Asia. However, second-generation fuels have potential,\u201d Tracevi\u010dius notes.<\/p>\n\n\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Private investments boost renewables <\/strong><\/h3>\n\n\n\n<p>Meanwhile, the country is upping its renewable energy capabilities. Lithuania shut down its nuclear power plants in 2010. Since then, most of the power generated in the country came from bioenergy and waste. Solar and wind parks contributed hardly anything or even nothing to the country\u2019s energy mix.<\/p>\n\n\n\n<p>The Lithuanian RRP will finance renewables to the tune of \u20ac346 million. Most of this money is for citizens so that they can install up to 10 kW solar panels on in their homes. In addition to that, public-private initiatives will build several solar and wind farms across the country.<\/p>\n\n\n<div class=\"vlp-link-container vlp-layout-basic wp-block-visual-link-preview-link\"><a href=\"https:\/\/ioplus.nl\/archive\/en\/offshore-wind-in-poland-a-potential-output-of-28-gigawatts\/\" class=\"vlp-link\" title=\"Offshore wind in Poland: a potential output of 28 gigawatts\"><\/a><div class=\"vlp-layout-zone-side\"><div class=\"vlp-block-2 vlp-link-image\"><\/div><\/div><div class=\"vlp-layout-zone-main\"><div class=\"vlp-block-0 vlp-link-title\">Offshore wind in Poland: a potential output of 28 gigawatts<\/div><div class=\"vlp-block-1 vlp-link-summary\">The European Union has stepped up its ambitions for 40 to 45 percent of its total energy consumption to be from green energy sources by 2030. Wind turbines play an important role. <\/div><\/div><\/div>\n\n\n<p>\u201cSeveral municipalities signed agreements for renewable power plants. We are ahead of the 2025 targets for solar and wind. I think Europe will be surprised with what will happen in Lithuania,\u201d Tracevi\u010dius comments.&nbsp;<\/p>\n\n\n\n<p>In May, <a href=\"https:\/\/greengenius.com\/\">Green Genius<\/a> &#8211; a renewable energy company &#8211; announced that it will install 700 MW of solar and  wind power in the country by no later than 2025. A 121 MW onshore wind farm will be built close to Vilnius by <a href=\"https:\/\/europeanenergy.com\/\">European Energy<\/a> &#8211; another green power company. The company is going to invest as much as \u20ac1.5 billion in Lithuaniaby 2024 &#8211; both in wind and solar power &#8211; aiming for a total capacity of over 1 GW.&nbsp;<\/p>\n\n\n\n<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/10596635\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><\/div>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>From importer to exporter&nbsp;<\/strong><\/h3>\n\n\n\n<p>Other milestones have been set along the way to the <em>electricity autarchy<\/em> of 2050. By 2030, Lithuania wants to halve its electricity imports. Vilnius is also aiming to produce 70 percent of the electricity from renewable sources by that time.&nbsp;<\/p>\n\n\n\n<p>In 2019, wind and solar combined represented 1.8 percent of the total energy supply. <em>Litgrid <\/em>&#8211; a Lithuanian electricity supply operator &#8211; <a href=\"https:\/\/www-delfi-lt.translate.goog\/verslas\/energetika\/litgrid-pernai-elektros-vartojimas-lietuvoje-buvo-didziausias-per-30-metu.d?id=89532077&amp;_x_tr_sl=auto&amp;_x_tr_tl=en&amp;_x_tr_hl=lt&amp;_x_tr_pto=wapp\">announced<\/a> that the amount of electricity from renewables in 2021 had increased by 45 percent. <\/p>\n\n\n\n<p>\u201cI don\u2019t know what&#8217;s going to happen and how things will progress. There will undoubtedly be interesting developments in the electricity sector.
