The EU has freed up \u20ac723.8 billion in an effort to use the Recovery and Resilience Facility (RRF) to pull the European economy out of the recession caused by corona. In order to qualify for a share of this large bag of money, member states must submit a plan to the European Commission. In the series Decarbonizing Europe, we put those plans under a magnifying glass. This week: France.<\/em><\/p>\n\n\n\n<p>Over half of the \u20ac40 billion cake France is receiving from the <a href=\"https:\/\/ec.europa.eu\/info\/index_en\">European Commission<\/a> is for climate targets. The energy efficiency of buildings, hydrogen, and green mobility are the leading priorities being subsidized through this budget.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">France Relance<\/h3>\n\n\n\n<p>The French <em>Recovery and Resilience Plan<\/em> (RRP) is part of <em><a href=\"https:\/\/www.economie.gouv.fr\/plan-de-relance\">France Relance<\/a><\/em> &#8211; a \u20ac100 billion package aimed at reviving its economy after the COVID-19 outbreak. Ecology, competitiveness, and cohesion are the priorities of this initiative which are to shape the France of 2030.&nbsp;<\/p>\n\n\n\n<p>The ecology pillar is being supported to the tune of \u20ac30 billion, while competitiveness and cohesion are respectively getting 34 and 36 billion euros each. By 2050, France aims \u201cto become Europe\u2019s first major decarbonized economy by achieving full carbon neutrality,\u201d- as stated during the presentation of the <em>France Relance<\/em>. How can the RRP help with that?&nbsp;<\/p>\n\n\n\n<p>\u201cIt is helping because it earmarked some of the funds for decarbonization priorities. A third of <em>France Relance<\/em> is for green targets, but we need more money to boost the transition,\u201d underlines Nicolas Berghmans. He is an energy and climate expert at the Institute for Sustainable Development and International Relations &#8211; <a href=\"http:\/\/iddri.org\">IDDRI<\/a>. <\/p>\n\n\n\n<p>\u201cEmissions\u2019 reduction has been going in the right direction in the past years. However, more effort is needed to meet the 2030 target. By then, we have to cut down our emissions by 55 percent in comparison to 2005 levels &#8211; as per the EU\u2019s <a href=\"https:\/\/ec.europa.eu\/environment\/strategy\/zero-pollution-action-plan_en\">Zero Pollution Action Plan<\/a>. France then needs to further reduce its emissions by 4 percent every year to be in line with this goal,\u201d Berghmans points out.&nbsp;<\/p>\n\n\n\n<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/10171567\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><\/div>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Nuclear energy central to the green transition<\/strong><\/h3>\n\n\n\n<p>In 2019, a single French citizen emitted 6.8 tonnes of greenhouse gases on average. Germany and Italy citizens &#8211; the two other EU countries with the largest population &#8211; emitted respectively 3.3 and 0.4 tonnes more than France. The main reason for this discrepancy is that nearly 70 percent of the electricity produced in France comes from nuclear power.&nbsp;<\/p>\n\n\n<div class=\"vlp-link-container vlp-layout-basic wp-block-visual-link-preview-link\"><a href=\"https:\/\/ioplus.nl\/archive\/en\/luxembourg-is-the-biggest-polluter-in-europe-if-you-count-the-petrol-tourist\/\" class=\"vlp-link\" title=\"Luxembourg is the biggest polluter in Europe... if you count the petrol tourism\"><\/a><div class=\"vlp-layout-zone-side\"><div class=\"vlp-block-2 vlp-link-image\"><\/div><\/div><div class=\"vlp-layout-zone-main\"><div class=\"vlp-block-0 vlp-link-title\">Luxembourg is the biggest polluter in Europe&#8230; if you count the petrol tourism<\/div><div class=\"vlp-block-1 vlp-link-summary\">In 2019, according to Eurostat, the EU countries emitted over 3.7 billion tons of greenhouse gases which means that every citizen of the Union produced &#8211; on average &#8211;\u00a0 8.4 tons of them.<\/div><\/div><\/div>\n\n\n<p>Nuclear is also set to remain one of the main sources of electricity in France over the upcoming decades. Last February, PM Emanuel Macron <a href=\"https:\/\/www.france24.com\/en\/europe\/20220210-announcing-new-reactors-macron-puts-nuclear-power-at-heart-of-carbon-neutral-push\">announced<\/a> the construction of at least six new plants. Given the recently updated <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/QANDA_22_712\">taxonomy<\/a> by the EU, nuclear energy belongs to the group of clean sources on the way to the 2050 target for climate neutrality.&nbsp;<\/p>\n\n\n\n<p>\u201cThese plants will be brought into commission by 2035 at the soonest. On top of that, there has been a fall in energy production from nuclear sources due to the ageing of the plants. Therefore, France needs to speed up the development of renewable energy in order to both decarbonize the economy and to develop hydrogen production,\u201d notes Berghmans.<\/p>\n\n\n\n<div class=\"wp-block-io-blocks-bio io-block io-block__bio\"><figure><img decoding=\"async\" class=\"io-block__bio-image\" src=\"https:\/\/archive.ioplus.nl\/wp-content\/uploads\/2022\/05\/NicolasBerghmans-JeanLARIVE_portraiti-IDDRI-bdef-43-copie.jpeg\" alt=\"berghmans\"\/><figcaption>\u00a9 IDDRI<\/figcaption><\/figure><div><h3 class=\"io-block__bio-name\">Nicolas Berghmans <\/h3><h4 class=\"io-block__bio-position\">Lead European affairs, energy-climate expert at IDDRI<\/h4><p class=\"io-block__bio-description\">His research focuses on climate governance. He is also a regular lecturer at the Paris School of International Affairs at Sciences Po Paris.<\/p><\/div><\/div>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Hydrogen and renewables<\/strong><\/h3>\n\n\n\n<p>France\u2019s RRP is allocating about \u20ac2 billion to hydrogen production. \u201cThe idea is to generate it from electricity that comes from carbon-free sources. Given the country\u2019s nuclear fission industry potential, the government is also envisioning hydrogen production from nuclear sources as well,\u201d Berghmans explains.&nbsp;<\/p>\n\n\n\n<p>According to Eurostat figures, less than 20 percent of the energy used in France came from renewable sources in 2020. This aspect represents one of the hurdles the country has to face on the way to a greener future.&nbsp;<\/p>\n\n\n<div class=\"vlp-link-container vlp-layout-basic wp-block-visual-link-preview-link\"><a href=\"https:\/\/ioplus.nl\/archive\/en\/from-brown-coal-to-hydrogen-land-germany-has-a-long-way-to-go\/\" class=\"vlp-link\" title=\"From brown coal to hydrogen country: Germany has a long way to go\"><\/a><div class=\"vlp-layout-zone-side\"><div class=\"vlp-block-2 vlp-link-image\"><\/div><\/div><div class=\"vlp-layout-zone-main\"><div class=\"vlp-block-0 vlp-link-title\">From brown coal to hydrogen country: Germany has a long way to go<\/div><div class=\"vlp-block-1 vlp-link-summary\">For anyone wandering around the village of L\u00fctzerath, the reality of &#8216;Germany, the land of hydrogen&#8217; still seems a long way off.<\/div><\/div><\/div>\n\n\n<p>\u201cThe main challenge in my view will be whether or not France will meet the expectations in terms of being capable of producing energy from renewable sources. As per 2028\u2019s energy plan, we should double the annual number of wind farms being set up. In addition to that, we should multiply the annual installation of photovoltaic systems by a factor of 5 in comparison to 2018\u2019s figure,\u201d the researcher goes on to say.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Following his re-election, Emmanuel Macron announced that <a href=\"https:\/\/www.rechargenews.com\/wind\/fifty-offshore-wind-farms-by-2050-france-plans-massive-sea-and-nuclear-power-build\/2-1-1167088\">50 offshore wind farms<\/a> will power the country by 2050 with 40 GigaWatts &#8211; GW &#8211; of capacity. So far, only one of these has been installed. \u201cThere aren\u2019t many developments at this point. If we\u2019ll manage to achieve 1 GW per year, it would be already an accomplishment,\u201d Berghmans adds.&nbsp;<\/p>\n\n\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Buildings renovation<\/strong><\/h3>\n\n\n\n<p>More than \u20ac5.8 billion of the RRP are making housing more energy efficient. <em><a href=\"https:\/\/www.maprimerenov.gouv.fr\/prweb\/PRAuth\/app\/AIDES_\/BPNVwCpLW8TKW49zoQZpAw*\/!STANDARD\">MaPrimeR\u00e9nov\u2019<\/a><\/em> is the initiative for refurbishing private housing. Every house can claim up to \u20ac20,000 for insulation and retrofitting purposes. The money must be spent within 5 years. This plan of action is for buildings built at least 15 years ago.&nbsp;<\/p>\n\n\n\n<p>Berghmans: \u201cThis plan made it easier to finance courses of action, especially when it comes to all the practicalities involved. In the case of huge renovations, the fact that the subsidy can be spent within 5 years encourages people to go ahead and use it.\u201d<\/p>\n\n\n<div class=\"vlp-link-container vlp-layout-basic wp-block-visual-link-preview-link\"><a href=\"https:\/\/ioplus.nl\/archive\/en\/renovating-buildings-is-key-to-making-italy-greener\/\" class=\"vlp-link\" title=\"Renovating buildings is key to making Italy greener\"><\/a><div class=\"vlp-layout-zone-side\"><div class=\"vlp-block-2 vlp-link-image\"><\/div><\/div><div class=\"vlp-layout-zone-main\"><div class=\"vlp-block-0 vlp-link-title\">Renovating buildings is key to making Italy greener<\/div><div class=\"vlp-block-1 vlp-link-summary\">When presenting investments for the plan, the Italian government pointed out how buildings are responsible for nearly half of the greenhouse gas emissions in Italy.\u00a0<\/div><\/div><\/div>\n\n\n<h3 class=\"wp-block-heading\"><strong>Green mobility&nbsp;<\/strong><\/h3>\n\n\n\n<p>A total of \u20ac4.4 billion of the French RRP fund is aimed at helping the railway sector. It represents the most difficult investment where green mobility is concerned. Greening of ports, support for green vehicles, and the replacement of the state\u2019s vehicle fleet are some of the other measures being taken.&nbsp;<\/p>\n\n\n\n<p>To reduce emissions resulting from domestic flights, night trains will also be financed. When it comes to car mobility, subsidies for vehicles that are far less polluting were already in place. Apart from that, one other idea might help boost sustainable mobility in France.&nbsp;<\/p>\n\n\n\n<p>\u201cI think social leasing for cars should be rolled out. People who can\u2019t buy a car would still have access to a car &#8211; that would be partly funded by the government. It should address low-income sections of the population. By 2025, French city centers will all have to be zero-emissions zones. Therefore, more options need to be around to ensure that cities remain accessible,\u201d Berghmans states.&nbsp;<\/p>\n\n\n\n<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/10171778\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><\/div>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Cyclable Paris&nbsp;<\/strong><\/h3>\n\n\n\n<p>In view of this, Paris has already placed itself as a front-runner in the implementation of the <a href=\"https:\/\/www.c40knowledgehub.org\/s\/article\/Carlos-Moreno-The-15-minute-city?language=en_US\">15-minute city<\/a> concept &#8211; where citizens can access all essential services by walking or cycling within no more than a quarter of an hour. The <em><a href=\"https:\/\/www.paris.fr\/pages\/paris-a-velo-225\">Paris Velo<\/a> <\/em>initiative aims to make the capital 100 percent bike-friendly by 2026. Part of the RRP budget is also being set aside to improve cycle lanes all over the country.<\/p>\n\n\n\n<p>\u201cThe Paris model works well. However, commuters also need to be taken into account. Sustainable mobility models for commuters who travel from 60 kilometers away need to be in place too,\u201d says Berghmans.&nbsp;<\/p>\n\n\n<div class=\"vlp-link-container vlp-layout-basic wp-block-visual-link-preview-link\"><a href=\"https:\/\/ioplus.nl\/archive\/en\/air-quality-in-european-cities-keeps-being-poor\/\" class=\"vlp-link\" title=\"Air quality in European cities remains poor\"><\/a><div class=\"vlp-layout-zone-side\"><div class=\"vlp-block-2 vlp-link-image\"><\/div><\/div><div class=\"vlp-layout-zone-main\"><div class=\"vlp-block-0 vlp-link-title\">Air quality in European cities remains poor<\/div><div class=\"vlp-block-1 vlp-link-summary\"> Stefan Thorliefsson was 103 years old and was featured in a piece by the Icelandic news magazine Isir while enjoying a game of golf.<\/div><\/div><\/div>\n\n\n<h3 class=\"wp-block-heading\"><strong>Green transition won\u2019t be done by 2026<\/strong><\/h3>\n\n\n\n<p>Just as is the case with other countries there is also the concern as to what will happen after completing the implementation of the RRP in 2026. \u201cIt\u2019s a common understanding that the decarbonization of economy is a 30-years long effort.
