The offer of about $70 a share would include cash and stock and is likely to be made in the coming days, the people said\u00a0to Bloomberg. A final decision on whether to proceed has not been made, they said.<\/p>\n<p>Qualcomm, based in San Diego, is the designated purchaser of Eindhoven based NXP Semiconductors NV. The $47 billion deal is facing regulatory scrutiny in Europe and\u00a0<a class=\"terminal-news-story\" title=\"Elliott Is Said to Hire UBS to Look for Alternative NXP Bidders\" href=\"https:\/\/www.bloomberg.com\/news\/terminal\/OYTA1N6KLVR4\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">opposition<\/a>\u00a0from some shareholders including activist hedge fund firm Elliott Management Corp., which has argued the offer undervalues NXP.<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.bloomberg.com\/api\/embed\/iframe?id=9558fd64-1d2b-4768-bdd0-7577b3cdc4eb\" width=\"450\" height=\"225\" frameborder=\"0\"><\/iframe><\/p>\n<p>Qualcomm finds itself in a weakened state.\u00a0A legal battle with Apple is costing revenue and jeopardizing a business model that for years made Qualcomm one of the most successful chipmakers. Before today, its shares had slumped 16 percent this year, compared with a 41 percent surge in the Philadelphia Semiconductor Index.<\/p>\n<p>A change of management at Qualcomm might help resolve the dispute with Apple more quickly, and thereby make Qualcomm\u2019s licensing and chip businesses more valuable, according to Sanford C. Bernstein &amp; Co. analyst Stacy Rasgon. Earlier this week, Qualcomm executives said the legal process would &#8220;proceed under the court\u2019s schedule,\u201d indicating no resolution soon.<\/p>\n<p>\u201cMaybe they have a better relationship with Apple, maybe they settle,\u201d Rasgon said.<\/p>\n<p>Broadcom is a major supplier of iPhone parts that counts Apple among its largest customers. At issue between Qualcomm and Apple are licensing fees the chipmaker charges for patents that cover the basics of how mobile phone systems work. Apple contends Qualcomm is unfairly charging too much and illegally taking advantage of its market position in chips. Qualcomm has\u00a0<a title=\"Qualcomm Says Apple Breached Contract on Phone-Chip Software (1)\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2017-11-02\/qualcomm-accuses-apple-of-phone-chip-software-contract-breach\" target=\"_blank\" rel=\"noopener noreferrer\">countered<\/a>\u00a0that Apple, one of its largest customers, has lied to regulators in an unfair attempt to bully its opponent into charging less.<\/p>\n<p>Qualcomm shares rose as much as 19 percent in New York on Friday, in their biggest\u00a0<a title=\"Intraday Trading\" href=\"https:\/\/www.bloomberg.com\/quote\/QCOM:US\" target=\"_blank\" rel=\"noopener noreferrer\">intraday<\/a>\u00a0move since October 2008,\u00a0after Bloomberg News first reported the takeover plans.\u00a0They closed up 13 percent at $61.81, valuing the company at $91 billion.
