The US government has also intervened against this move by arguing it would be &#8216;very burdensome&#8217;. Negotiations over the shape of the EU&#8217;s flagship rulebook remain ongoing with intense pressure coming from well funded lobbyists. <a href=\"https:\/\/techcrunch.com\/2023\/02\/23\/eu-ai-act-lobbying-report\/\" target=\"_blank\" rel=\"noreferrer noopener\">Techcrunch writes<\/a> about this lobby battle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">OpenAI\u2019s ChatGPT has been developed with potential use in creative tasks like writing poetry or academic essays, but cybercriminals are already using it for malicious purposes such as phishing attacks or impersonation attempts. Data protection experts warn that collecting training data without permission may breach EU regulations such as GDPR which gives individuals a \u2018right to erasure\u2019. The European Commission is working on new guidelines to protect user\u2019s data privacy and prevent exploitation of new technology by bad actors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The European Commission&#8217;s AI Act (AIA) is a risk-based approach to regulating applications of AI, designating certain applications (such as for justice, education employment, immigration etc) \u201chigh risk\u201d, and subject to the tightest level of regulation; while other, more limited risk apps face lesser requirements; and low risk apps can simply self regulate under a code of conduct.<\/p>\n\n\n<div class=\"vlp-link-container vlp-layout-basic wp-block-visual-link-preview-link\"><a href=\"https:\/\/ioplus.nl\/archive\/en\/laio\/will-ai-and-privacy-strengthen-each-other-or-be-at-odds\/\" class=\"vlp-link\" title=\"Will AI and Privacy Strengthen Each Other or be at Odds?\"><\/a><div class=\"vlp-layout-zone-side\"><div class=\"vlp-block-2 vlp-link-image\"><\/div><\/div><div class=\"vlp-layout-zone-main\"><div class=\"vlp-block-0 vlp-link-title\">Will AI and Privacy Strengthen Each Other or be at Odds?<\/div><div class=\"vlp-block-1 vlp-link-summary\">OpenAI&#8217;s ChatGPT has been developed with potential use in creative tasks like writing poetry or academic essays, but cybercriminals are already using it for malicious &hellip; <a href=\"\">Continued<\/a><\/div><\/div><\/div>\n\n\n<p class=\"wp-block-paragraph\">Tech giants including Microsoft and Google have been duking it out to fast-follow OpenAI\u2019s viral conversational chatbot, ChatGPT, by productizing large language models (LLM) in interfaces of their own \u2014 such as OpenAI investor Microsoft\u2019s search with AI combo, New Bing; or Google\u2019s conversational search offering, Bard AI.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Big Tech&#8217;s Push for Regulatory Carve Out<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Despite fierce rivalry between the tech giants to be first to milk what they hope will be a new generation of general purpose AI cash-cow \u2014 hence the pair\u2019s unseemly rush to unbox half-baked products that have been caught feeding users abject nonsense while swearing it\u2019s fact and skewing into aggressive gaslighting as the toxic cherry on-top \u2014 <a href=\"https:\/\/www.corporateeurope.org\/en\/2023\/02\/lobbying-ghost-machine\" target=\"_blank\" rel=\"noreferrer noopener\">a report published today<\/a> by European lobbying transparency group, Corporate Europe Observatory (COE), shows how, behind the scenes, these self-same rivals have been united in lobbying European Union lawmakers <span style=\"text-decoration: underline;\">not<\/span> to apply its forthcoming AI rulebook to general purpose AIs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Google and Microsoft are among a number of tech giants named in the report as pushing the bloc\u2019s lawmakers for a carve out for general purpose AI \u2014 arguing the AIA should not apply to the source providers of large language models (LLM) or other general purpose AIs. Rather they advocate for rules to only be applied, downstream, on those that are deploying these sorts of models in \u2018risky\u2019 ways.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Exposing Users To Risk<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">If GPAI model makers end up <span style=\"text-decoration: underline;\">not<\/span> facing any hard requirements under the AIA \u2014 such as to use non-biased training data or proactively tackle safety concerns \u2014 it risks setting up a constant battle at the decentralized edge where AI is being applied, with responsibility for safety and trust piled on users of general purpose AI models.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These smaller players are clearly not going to have scale of resources as the model makers themselves to direct towards cleaning up AI-fuelled toxicity \u2014 suggesting it\u2019ll be users left exposed to biased and\/or unsafe tech while appliers get the bill for any law breaches and indeed broader product liability attached to AI
